| Tiivistelmä: | First, the state-owned enterprises must be classified and directed on this basis, and the state-owned capital be optimistically allocated. At the same time, other economic elements must introduced into the state-owned enterprises so as to make the state capital play the dominant role in the national economy. Second, the capital market should be developed and proportion of the enterprises' direct raising of fund be increased. At the same time, the relation between the government and enterprises, that between the party and enterprises, that between capital and labour should be tidied up. Third, technological innovation as a focus content should be included to the enterprises' strategical management. At the same time, the emphasis should be laid on the fostering of speciality and creating of new mechanism of sale. |
