Increased co-operation can promote better returns on governments' higher-education investment and more certain national economic success. The amount of co-operation will largely depend on specific advantages to individual partners, rather than more wide-spread and longer-term benefits to the nation as a whole. The success is more likely if both parties agree on the benefits of co-operation as opposed to each working separately. |
