| Tiivistelmä: | Despite the recognized importance of training in the process of structural adjustment, such training is often poorly conceived. The author examines why markets may fail to meet new training needs generated by changing comparative advantage and adjustment and suggests remedial policy options for improving the availability, quality and equity of training. In the absence of reliable mechanisms for predicting future skill requirements, he argues that training for the unemployed should be kept fairly general to enhance productivity over a wide range of activities that they may eventually take up. |
