With its squeaky clean streets and strictly enforced rules, Singapore isn't everyone's cup of tea. But even its fiercest critics concede one thing: the island republic has created a wildly successful economy on its tiny base. But it has done so in an environment carefully controlled by a paternalistic government. Building an external economy is a national imperative.
