Tiivistelmä:The establishment of the Benefits Agency in April 1991 as an "executive agency" was the catalyst for some fundamental changes in this massive organisation, which has 60,000 staff and pays out more than USD 52 billion in social security benefits each year. With the move to agency status came a new business philosophy that challenged existing assumptions. Senior positions were filled from outside the agency, and senior managers were exposed to new thinking on styles of management and leadership. It was clear the old command and control style of leadership was not enabling the organisation to react quickly and positively to the increasing pace of change, and the word "empowerment" entered the agency's vocabulary.
