| Tiivistelmä: | One of the major problems in tariffs in China is the unfair competition under the conditions of the coexistence of high nominal tariffs and tax reduction or exemption. In 1995, at the meeting held in Osaka, Jiang Zemin, the General secretary of CPC declared that China would reduce nominal tariffs and cancel the present preferential tax-reduction or exemption measures. The action has aroused the attention of all circles. The key and essences: of China's tariff reform are to unify the nominal and actual tariffs in order to create an environment in which fair competition is protected and no discriminative treatments exist. The essence of reducing the nominal tariffs is to crack down on smuggling. |
