| Tiivistelmä: | To realize the scale business of foreign trade, we should establish asset and production factor-transferring mechanism and encourage the transfer of assets to the foreign trade enterprises with stronger competitive superiority by acquisition, merger, purchase of shares in enterprises, authorization for managing state-owned assets. Besides, we should establish a modern enterprise system to change the business mechanism of foreign trade enterprises and a mechanism of "increasing capital and raising efficiency while reducing debt and personnel", break the local and departmental protectionism, and improve foreign trade management. We also have to promote leading industries participating in the world competition in an effort to raise their organizational level. |
