Tiivistelmä: | The great European Union (EU) enlargement of 2004 has accelerated the debate about whether labour (here as: lab.) migration (as: mgrtn.) from the East to the West causes social dumping (as: soc-dmpg.) in the European economy, upsetting established national systems of lab. markets (as: l-ms.) regulation. This study reviews the effects of mgrtn. on EU l-ms. and examines three recent industrial relations disputes about job displacement. It is argued that there is little evidence of greater lab. mobility causing new soc-dmpg. pressures on a widespread basis. However, it is suggested that the situation may change if the EU adopts neoliberal policies, like the initial draft Services Directive, and promotes greater l-ms. openness btw. the EU Member States. It is concluded by arguing for a better policy mix involving EU maintaining its commitment to the free movement of workers and strengthening lab. standard-setting mechanisms at both the EU and national levels. |
