| Tiivistelmä: | Two themes have dominated public policy towards youth employment and training in Britain during the past decade: the quest to reduce youth relative pay, and the neglect of apprenticeship in favour of the Youth Training Scheme. This policy results in the re-emergence of skill shortages, and even the possibility of large number of inadequately prepared workers in skilled occupations. |
