| Tiivistelmä: | To raise further the level of China's opening to the outside world, we should do the following: deepening the reform of foreign economic and trade management system according to the demand of socialist market economic system and the "large-scale" economic and trade strategy and especially accelerating the reforms in import management system, tax system involving foreign interests and port management system, and the shift of mechanism of foreign economic and trade enterprises; promoting the integration of trade, industry and agriculture and developing modernised large enterprises integrating trade, industry and agriculture; implementing the guiding principle of utilising foreign investment rationally and effectively; shifting the special economic zones and the coastal areas from "being given preferential policies" to "becoming functional". |
