| Tiivistelmä: | In the past 5 years, the city-level financial expenditures in Shanghai were used for the environment construction in the city, represented by mainly providing public infrastructure facilities. Such a structure of expenditures should be shifted. They should be mainly used for social service industry represented by education, science, social welfare and social order. In terms of the structure of main categories of expenditure, the proportion of expenditure on construction to the total expenditure should be cut gradually and will decline to 20% or so by the year 2000. The current expenditure will rise to 80%. The increased proportion of the current expenditure should mainly be used in the undertakings of education and science. |
