| Tiivistelmä: | In market economy, state-owned assets have three formations: money, phisical and securities formations. Two aspects should be stressed in strategic re-organization of state-owned economy: 1. adjusting the distribution proportion of the three formations and the mechanism of their combination. Most or even the whole state-owned assets should be turned into securities or money formations. The state-owned assets of securities formation must enter the circulation field so as to make them have the function of preserving and increasing value. In the places where the state must invest, the investment in security is the best choice. 2. the mode of adjustment. The adjustment should be made through market rather than administrative means. It should be the result of market-competition rather than administrative intervention. |
