| Tiivistelmä: | Local fiscal expenditure increased to 578.6 billion yuan in 1996 from 59 billion yuan in 1978. The proportion of the local fiscal expenditure to the whole national fiscal expenditure rose from 52.58% in 1978 to 72.90% in 1996. The expenditure structure changed greatly. The proportion on the economic construction decreased while that on executive management and various of institutions increased by a big margin. My suggestions are that we should standardize the construction of government bodies, define the scope of local fiscal expenditure, define the division of authorities between the local and central government, create preconditions for the management of local fiscal expenditure, do well the work of budget management, implement zero-base budget and so on. |
