| Tiivistelmä: | The project of earlier stage regional development can be divided into three types: social benefit type, economic benefit type and financial benefit type. While the third type may depend on good financial intermediary conditions, the former two types rely only on government. There is great difference in direct fund-raising pattern due to two different kinds of investing subjects, namely the central government and local government. Local government's fund-raising capability relies, to a great degree, on its decision-making power of finance and on the division of financial power between local government and the central government. |
