| Tiivistelmä: | Foreign trade agent system on the base of examination and approval system, in essence, is to replace enterprises' behavior of operation with the government's behavior of management. So it is unfavorable to the realization of principle of maximizing economic returns and the establishment of competitive mechanism. As it is an agent system under the system of unclear property rights, enterprises are only the subsidiaries of the government and they can not choose their mode of operation, starting from their own economic interests. Therefore, we can say that the two basic reasons for difficulties in pursuing foreign trade agent system are that foreign trade enterprises can not enjoy fall authority over management and property right relationship has not been straightened out. |
