| Tiivistelmä: | Since reform and opening to the outside world, the development in the central and western areas has been apparently lagged behind the development in the coastal area and the gap between them has been widening continuously. Besides the objective reasons like the natural conditions, geographical position and, traffic conditions, there are some subjective reasons. Among them, the policies tilting towards the coastal area have played an important role in this line. The different policies result in the different economic structures and different relationship between urban and rural areas, between peasants and workers.
