| Tiivistelmä: | The following problems should arouse attention when state-controlled holding companies are formed:1. For those departments responsible for enterprises, which want to be re-organized as holding companies, we should make strict restriction in quantity. 2. We should handle correctly the relationship between holding companies and other holding enterprises. 3. We should prevent the new administrative intervention and industrial monopoly. 4.We should be strict with the formation of state-controlled holding companies in terms of conditions. 5.We should also prevent the creation of new bureaucratic apparatus. The necessary reform measures are to accelerate the process of separating the government's two economic functions and transformation of state-owned enterprises, cultivate and develop property right trading market and so on. |
