| Tiivistelmä: | We must deepen state-owned enterprises reform. We should focus on vitalizing State assets, we should strengthen value management of State assets. We should bring up the firms' ability of being responsible for their own gains and losses. It is the general law that firms expand capital for their development. We should realize diversifying property bodies and operating methods, and strengthen the function of benefit mechanism. We should solve the problem of separating firms' operating properties from their nonoperating ones. We should encourage firms to grasp opportunities for their long-term development, and set up modern enterprise system. Finally, we perfect the government's management method. |
