| Tiivistelmä: | This article considers the Russian government's systematic attempt to reform the economy and put in place the market- oriented mechanisms that will enable it to grow. The author states that this time Russian government has a plan, drawn up at the start of year 2000 by the Gref team has turned in month-by-month list of things to do. The implementation of the Gref plan a split in to three parts: the short term (through the end of 2001), the medium term (over the next 4 or 5 years), and the long term. The cabinet to-do list deals directly with the short term, tacking the most immediate issues first. Then the article analyses the monthly progress of reform: 1) August - the budget month; 2) September -the customs month; 3) October - the banking month; 4) November - the month of natural monopolies and hyper regulation, etc. |
