Tiivistelmä:The development of the personnel function from workforce centralness to resource centredness is examined. The new challenges that face it are identified. The question whether the recent "vogue" of "human resources management" (HRM) represents a revolution in personnel management is addressed. The roles of the humane bureaucrats (manpower analysts), the social engineers, and the human resource managers are compared. Some fresh challenges for the personnel function are discussed. In the role of an "architect" the personnel manager pursues a more creative line, seeking to build the organization as a whole. Some research findings are summarized concerning the personal network of contacts.
