Tiivistelmä:Voluntary export restraints are an arrangement by particular groups of exporters to limit the quantity or hold up the price of exports to particular markets. The idea of a gentleman's agreement in trade seems to begin with relations between the United States, on the one hand, and Far East suppliers, principally Japan, on the other. One area in which the restraints spread with great rapidity was textiles and clothing itself, to cover new exporters, new products and new fibres. The proportion of trade directly covered by export restraints is far below the share of world trade distorted by those restraints. That restraints are costly in relation to any explicit objective is well established.
