| Tiivistelmä: | At present, both the scale of urban unemployment population nation wide and the real unemployment rate have chalked up the highest record in recent 50 years since the founding of New China. The scale of actual unemployment population in 1997 is equivalent to two times scale of 1993 and will reach the peak in 1999 or 2000. The reasons for it are as follows: 1.China is in the stage of adjusting industrial structure on a high scale. 2.Technology progress has worsened structural unemployment. 3.The proportion of the population in the state-owned sector to the total employment population is falling but the nonpublic sector can not absorb the laid-off workers from the state-owned enterprises in the course of transformation of market economy. 4.In the course of "capital deepening" only a small amount of labour force needs to be increased. |
