| Tiivistelmä: | The promotion of further professional training of deprived youths in the FRG was changed from cost-covering subsidies to performance-related payments in 1997. At the same time tenders are now invited for all measures in order to award the contract to the most favourable supplier at stipulated quality standards. Many organizations of professional training measures predict a loss of quality in their work caused by the changes in financing. As the context between achievement, performance and costs is not linear and mono-causal, the new situation can also be understood as a chance. An integrated, professional and economic controlling approach is introduced. This is based on the professional instrument of the promotion scheme, which focuses on the individual development of the specific youth. |
