| Tiivistelmä: | The objective of this article is to explain why national leaders in the EC chose to set out on a path toward monetary union. The author's purpose is to explain why there was bargaining. The article is about the definition and evolution of national preferences. It argues that a drastic shift in the macroeconomic policies of several national governments was a necessary precondition for serious consideration of monetary union. The author briefly traces the chain of decisions leading to the conference on monetary union. |
