| Tiivistelmä: | The investment in fixed assets has increased obviously. But the investment scale is not large enough and the investment structure is less rational. There still exists blindness to some extent. It is imperative to set up a three-level investment management system which includes state, province and enterprise. The government's macro-control of the investment in fixed assets should be strengthened. Great effort should be made in adopting project proprietor contract. Scientific and strict responsibility system for decision making and management of investment should be set up. |
