| Tiivistelmä: | Yulin, Shaanxi Prov. is rich in natural resources and minerals. Acceleration of western development and westward shift of strategic focuses require three significant transformations: domination of the technical route of tapping and use of resources by eastward transportation will be replaced by that of local processing and conversion of resources; in terms of the system of development, the state is to separate ownership, rights to exploitation and management under the condition that it retains the ownership, rights to management and benefits, and that resources will not be wasted; preferential policies are to be made to improve the rate of returns of investment in some special areas of the west and bring about spontaneous flow of eastern funds into this region. |
