Ten operating principles of OVA are defined as: focusing on work tasks; value assessment; goal setting; line managers' innovations; top management commitment; redeploying the surplus; communication imperative; strategic dovetailing; cross-department sweep; speed is of the essence. The six phases of implementing the process of OVA are described. Three additional parallel programs are presented: manpower redeployment,communication strategy and integration. |
