| Tiivistelmä: | The causes of unemployment and laid-off workers are: deepening of the market-oriented reform, fiercer competition which causes some of the enterprises to go bankruptcy, the change of industrial structure from labor-intensive to capital and technology-intensive, a large number of rural surplus labors crowding into cities and the deceleration of economic growth rate. To solve the problem of unemployment we must make efforts to speed up economic growth, readjust economic structure, accelerate the reform of housing system so as to create a new point of economic growth. We should create demand by way of product innovation, develop the hire-labor industry, tertiary industry and non-state economy and perfect the multi-level unemployment security system. |
