| Tiivistelmä: | In the course of the strategic adjustment of the national economy we have met some problems. It is very difficult to readjust some of the loss-incurring enterprises. In the merger Some enterprises can only get in but cannot get out, which make some enterprise groups just take on a burden and fall into difficulties. Most of the SOEs to not have the conditions to adopt the shareholding system and it cannot be implemented in enterprises running at a deficit. Countermeasures: the government should give some special policies to the deficit enterprises. In the merger an in-and-out two-way mobility system should be established. Most of the SOEs should first convert themselves into sole corporations. Only in the small enterprises which are run well can we implement shareholding system. |
