Tiivistelmä: | Before 1980s, the State collectively-owned units annually absorbed over 95 percent of the new employed persons in cities and towns. In 1997 the figure fell to 49.7 percent while the proportion of individual workers in cities and towns over the same period went up from 1.88 to 23.1 percent. The private self-employed economy in the well-develop areas develops quite faster and the proportion of employed persons absorbed is fairly higher. The private self-employed enterprises has gradually become the main channel for employment. To solve the problem of unemployment we should create good environment for the development of nonpublic economy, strengthen macro-guidance and perfect the social security system. |
