Tiivistelmä: | The members of the European Union are often perceived to be involved in interminable bargaining among themselves. By contrast, it is sometimes believed that there is little bargaining to be done when a third country negotiates its accession to the Union. All that an applicant can do, the argument goes, is to ask for a lengthy transitional period before it will have to accept all the provisions of the acquire communautaire. The article has two main theses. First, it is wrong to believe that only countries that cause the least negative effects on the EU are admitted as members. Second, the widespread impression that the only thing an applicant country can negotiate is the length of its transitional period is also wrong. |
