| Tiivistelmä: | The debate in America on multinational enterprises is coming full circle. In the 1960's, American firms were accused of exporting jobs by setting up factories abroad. In the 1980's, Congress began to worry about the influx of Japanese direct investman. Now, Professor R. Reich is tuning the debate back to the anti-outward direct investment theme. His arguments are more sophisticated than those heard in earlier decades, but they are equally flawed. In response to Reich's article the author's view from within the EC is in contrast to Reich's call for a USA industrial policy. |
