| Tiivistelmä: | This paper addresses optimal taxation, when the relationship between the consumption of a 'dirty' good and the resulting environmental damage is uncertain and treated as a random variable by policy makers. The main purpose is to analyze how increased uncertainty, measured as a mean preserving increase in the spread of this random variable, affects the optimal commodity tax on the dirty consumption good. In case the only task of government is to correct the environmental externality, and if the preferences are characterized by nondecreasing absolute risk aversion, the authors find that the commodity tax on the dirty consumption good increases in response to additional uncertainty. |
