Tiivistelmä:GATT condemns dumping and allows members to take measures against it. History of anti-dumping legislation and background to the current debate on anti-dumping rules is highlighted. Permanent dumping (price discrimination) and transitory or intermittent dumping are distinguished and defined. Reasons for selling below cost of production are considered, the case of market fluctuations and inflexibility in adjusting to production process are discussed. Difference between permanent dumping and predatory dumping is examined, the case of selling below cost is investigated, reasons why a firm would believe that by charging lower prices, it would be able to raise them in the future, are considered. Anti-dumping measures should be confined to safeguarding competition.
