| Tiivistelmä: | At the present stage, the expansion of managerial personnel's opportunist behavior in state-owned enterprises is caused by the following: the weakening morality in unofficial system, and the irrational system arrangement of state enterprises' property rights and the system of appointing and rewarding managerial personnel as well as the softening mechanism for implementation in official system. The basic way out for controlling the expansion is as follows: First, we should redefine the property rights of state enterprises and quicken the pace of transforming share-holding system to form a powerful constraint of property rights. Second, we should perfect the rewarding and appointing systems gradually and the controlling structure of corporations. Third, we must strengthen the implementation system. |
