| Tiivistelmä: | To promote employment under the condition of surplus economy, first, aggregate economy should continue to grow, which is the basic condition for the re-employment of laid-off workers. Second, we must realize sustained and stable economic growth and thus form the capacity of sustaining the absorption of labour force, depending on the new advantage of growth, formed through industrial rejuvenation and development of newly-emerging industries. Third, we should encourage the development of economic sectors of diverse forms of ownership in order to increase the capacity of employment. Forth, we should support the enterprises with advantages, promote the flow and rearrangement of assets in order to make a common effort for competition. |
