| Tiivistelmä: | The author points out that not all existing re-employment policies have sufficient effect. Some policies have almost no effect. The author believes that under the market economic system, government shouldn't intervene enterprises' employment system directly. It should realize the goal of employment by design of mechanism, formulation and operation of policies and by economic means. government's policies have to seek an equilibrium point between fairness and efficiency as well as efficiency and employment. As far as re-employment policies are concerned, there's a lot to be achieved by government, such as information service, public project construction, training of human resources and development of the tertiary industry. |
