| Tiivistelmä: | Thirty years after the publication of the report of the Ministry of Transport Panel, chaired by Reuben Smeed, on "The Economic and Technical Possibilities of Road Pricing", the Department of Transport is in the middle of another study. Now there is a growing acceptance that some form of rationing of congested road space is needed. ERP has four main types of implications for public transport depending on the form it takes. These are addressed in the article as well as changes in the transport market. |
