| Tiivistelmä: | Every year as the Budget approaches the Chancellor receives a flood of detailed advice. It is usually, although not always, based on current and an assessment of prospective economic conditions. The theme of this paper is that, apart from the consideration of policy objectives and the reform of tax and spending plans, the entire approach to economic policy making which is implicit in advice of this sort is wrong. This does not, however, mean that it is impossible to advise the Chancellor. |
