Tiivistelmä:Unemployment is in essence a political and not an economic question. A variety of potential solutions exists to the problem, but each of them entails costs. Different groups may bear the costs in different ways, but costs are unavoidable. There is no readily available technical economic fix which magically enables unemployment to fall substantially in a permanent way without some people being worse off than they would otherwise have been. A range of solutions to the problem of unemployment exists, from the Anglo-American model to the European model and the Scandinavian System. All involve direct and indirect costs which are unavoidable.
