| Tiivistelmä: | Shanxi's coal industry is its pillar industry with coal output value accounting for 1/4 of the whole province's gross industrial output value and the amount of coal supply to other places near 80% of the total net amount of coal transferred from every part of the country. Now Shanxi almost has no decision-making power for sale in other areas and still implements the distribution system according to indicators. So the coal-buying and selling system should be reformed, and coal market developed and perfected gradually. Except instructive coal plan, the state should transfer guiding plan to localities. In this way, Shanxi can establish coal market and sign sales contracts with users. |
