| Tiivistelmä: | The authors focused on Leeds in United Kingdom as a case study in tourism policy making. The paper is based on grounded theory and snowball sampling selected people involved in developing tourism policy. Semi-structured interviews with the policy makers were conducted in order to examine the relations and interactions in policy making. The findings of this study highlight two features related in tourism policy making: constant change and communication. |
