| Tiivistelmä: | The new foreign economic management system in the western area should shift from stressing policy support to economic development. An open economic system should be established gradually to bring into play the function of market. The reform of foreign trade management system should be conducted in light of the international trade practice with internationalization, regularization and pluralization as the ultimate target. As to the management of foreign investment, we must stress quality when introducing investment, guide foreign investment with the state's industrial policy, improve investment environment and strengthen the supervision and management of foreign-funded enterprises. With regard to the reform of management system in open areas, we should practise centralized management and design a simplified,high-efficient administrative structure. |
