| Tiivistelmä: | As for education, especially primary education, due to it having the natures of external benefits, etc., there maybe exist drawbacks if market or government provides education separately. In contrast, it will be better if it is provided by the two parties at the same time. Primary education should mainly rely on public offering, moreover, the proportion of market offering should be defined based on the economic development of different regions. However, non-primary education should depend on market offering, while government offering plays a role as supplement. |
