| Tiivistelmä: | The countries under transformation have encountered poverty accompanying unemployment and inflation one after another in the course of rectifying price twist, adjusting economic structure and changing the system of enterprises. For instance, there is regional rural poverty, and rural and urban poverty resulting from the shock of marketization. We should take different measures according to the different reasons for poverty. We should develop economy to eliminate the poverty due to underdevelopment, promote growth to ease the poverty resulting from sliding economy, take the remedial measures for solving the problem of poverty caused by the draw backs in resource and property distribution systems and establish the guarantee mechanism to prevent the poverty caused by market risk and uncertainness. |
