| Tiivistelmä: | Despite the great achievements already made in the struggle against poverty in rural area, more and more difficulties have been seen in the implementation of the aid-the-poor program. Thus, it is of urgent need to change the approach to aid the poor. The struggle against poverty should be regarded as a long cause which lies on the system mechanism to enable the poor and the weak to share the social development benefit. Up to date, there has been no nation that has succeeded in putting an end to poverty. |
