| Tiivistelmä: | The major contents of China telecommunication industry's policy were changed into law-determining from man- determining. The policy is determined by governmental administration department and interest groups, rather than by government alone. Meanwhile, the policy must give attention to all parties' benefits. What should be paid more attention is that the department in charge of telecommunication section's policy formulation must be separated from that in charge of implementation of the policy. The policy must be specific and flexible. The core target is to achieve industrial structure adjustment. Therefore, competitive mechanism should be brought. |
