It's necessary to improve certain industrial policy to remedy a defect of the uncontrolled market and to carry out catch-surpass development strategy. the range of industrial policy should be limited and gathered in the area of uncontrolled market. The choice of the industrial policy should reduce the government's directive control, but increase the degree of the indirective guidance, for it cannot effect the basis of the role of the market system. |
