| Tiivistelmä: | Choices on industrial policies are as follows: change to the policy that vertically upgrade and deepen all-grade sectors and high-grade sectors substitute to low-grade sectors gradually; transfer to the new concept that the quality of sectional development should be measured on the basis of the level of production value; change to the new industrial dynamic segmentation and dynamic managing and operating pattern.
