| Tiivistelmä: | Firstly, be sure to transform the management mechanism. On the basis the function of stated-owned economy, and under the condition of socialistic market economy to identify the layout of state-owned economy. Secondly, establish the orientation of SOEs' reform, which aims at formulating modern enterprise system, e.g. optimizing the structure of asset and liability, setting up the mechanism concerning infusing and supplementing state-owned capital and so on. Thirdly, accelerate the related reform on establishing social security system, e.g. be sure to well arrange the basic living guarantee for laid off workers of SOEs as well as their re-settlement, etc. |
